
Dr. Tauqeer Hussain Sargana is a distinguished scholar, policy expert, academic practitioner, and Rotary World Peace Fellow, specializing in International Relations, Strategic Studies, Arms Control, and Contemporary Security Affairs. He is founding President & Chief Executive of the Pakistan Academy of International Relations (PAIR), Islamabad, where he leads research, policy engagement, capacity-building initiatives, and academic outreach aimed at strengthening Pakistan’s research and higher education ecosystem.
Dr. Sargana holds an International Post-Doctoral Fellowship in International Relations from the International Islamic University Islamabad (IIUI), a Ph.D. in International Relations from IIUI, an M.S. in Peace and Conflict Studies from the Rotary Center for International Studies in Peace and Conflict Resolution, International Christian University (ICU), Tokyo, Japan, an M.Phil in Defence & Strategic Studies from Quaid-i-Azam University, Islamabad, and an M.A. in International Relations from Bahauddin Zakariya University, Multan.
Professionally, Dr. Sargana brings extensive national and international experience across academia, policy research, governance, and development sectors. He served as Program Director (Arms Control & Disarmament) at the Global Nuclear Disarmament Fund (GNDFund), Tokyo, Japan, where he worked on global disarmament initiatives, non-proliferation discourse, and research on strategic stability. Earlier, he was associated with the Islamabad Policy Research Institute (IPRI) as an Assistant Research Officer, contributing to policy-oriented research on security and regional affairs.
Within academia, Dr. Sargana has served as Assistant Professor of International Relations at Bahria University, Islamabad, and earlier as a Teaching and Research Assistant at the Department of Defence & Strategic Studies, Quaid-i-Azam University. He also held senior administrative responsibilities as Students Advisor at the International Islamic University Islamabad, overseeing student governance, welfare, and academic coordination.
His early professional career includes development and research roles with major international organizations, including the United Nations Development Programme (UNDP), the World Bank, Lodhran Pilot Project (LPP), and the Urban Resource Center (URC), where he gained practical exposure to governance, development policy, and field-based research.
In addition to his institutional leadership at PAIR, Dr. Sargana has taught and delivered professional training at Pakistan’s premier national security institutions, including the Pakistan Navy War College, Army School of Aviation, Army Service Corps (ASC) School, National Intelligence Academy (NIA), National Institute of Intelligence and Security Studies (NIISS), National Security and War Course (NSWC), and the Law Directorate at GHQ Rawalpindi. Internationally, he has served as a Visiting Fellow at the University of North Carolina Wilmington (UNCW), USA, an IEP Peace Ambassador (Australia), and a Rotary World Peace Fellow (USA).
Dr. Sargana has contributed extensively to academic and policy discourse through over 100 publications, lectures, roundtables, workshops, fellowships, and media engagements. He has also served on key national academic bodies, including as Member/Secretary of the HEC Plagiarism Committee (International Relations), Co-convener/Member of the HEC National Curriculum Review Committee for International Relations, and Member of the HEC National Curriculum Review Committee for Peace and Conflict Studies, and has participated in government working groups on countering violent extremism (CVE) and strategic communication.
